Government’s primary role, at least as originally developed, is to ensure citizens are as safe as possible, to be the arbiter of contracts and to provide stability. Unfortunately, much of the time that morphs into bureaucracies that slow things down. You only have to look west to California – or east to Greece – to see what that does to what should be a vibrant economy. Thanks to a 125-member citizens group, a willing and open staff and persistent leadership, Phoenix is expanding a successful certi fi cation process allowing professionals trained and vetted by city staff to perform some city functions to speed up business development. We’re starting to hear from other Valley cities interested in doing the same thing. The Greater Phoenix Economic Council also is paying attention with an internal committee surveying Valley cities to see which are most ef fi cient.
