The Phoenix Parks and Recreation Department is embarking on a journey to develop a comprehensive Master Plan that will shape the future of the city’s parks and recreation services. Set to be finalized in 2025, this plan aims to explain the community’s vision while serving as a framework for the department’s direction. In collaboration with professional consultants, the Master Plan will serve as a document guiding the development of recreation facilities, programs and services. By utilizing the many voices of Phoenix residents, the Parks and Recreation Department looks to ensure that its offerings are inclusive and aligned with the community’s evolving needs. The plan focuses on three points: evaluate, assess and prioritize. The department will evaluate and take inventory of existing parks, recreation programming and facilities with an emphasis on water conservation strategies and crime prevention through environmental design. The department will assess demographics and recreation trends to ensure delivery of quality programs and services equitably across the city and identify how the department prioritizes funding. The Master Plan will assess 25 parks across Phoenix for water conservation strategies, which will include evaluation of turf based on non- functional and maintenance-based criteria and the Calense system already in place at various parks for peak season program settings, irrigation controllers, and effective remote monitoring and management. The Master Plan will also provide a reference guideline to assist staff with Standard Operation and Maintenance for irrigation systems. The plan will include an evaluation of experience and sense of safety. Utilization of CPTED (crime prevention through environmental design) standards will serve as a lens through which park safety is evaluated and recommendations made that best serve Phoenix residents. Recreation programs and events are the heart of park and recreation agencies. The assessment will ensure program offerings align with community needs in a diverse, equitable and inclusive manner. It will provide a dynamic recreation plan to increase satisfaction and help focus programming efforts in core areas to create excellence deemed most important by the community.
