The DOL suggests that a nursing mother will normally need about 15 to 20 minutes to express milk, although this varies based on a child’s eating habits. Compensated breaks? Breaks may be unpaid. An employer is not obligated to pay for breaks unless it provides paid breaks to other employees. If it does and an employee chooses to use her compensated breaks to express milk, she must be compensated in the same way other employees are compensated for breaks. Keep in mind that the FLSA requires that an employee be completely relieved from duty or the time must be compensated. Therefore, if an employee continues to work while she expresses milk, the time is not break time, and she must be compensated. Break space? Employers are not required to create a separate space for nursing mothers. However, employers must provide a place (other than a bathroom) that is shielded from view and free from intrusion by coworkers expense when compared to the size, financial resources, nature, and structure of the business. Because this provision of the ACA amends the Fair Labor Standards Act (FLSA), the law applies only to mothers who work in nonexempt jobs—i.e., employees who are entitled to overtime pay. Mothers who are exempt from overtime are not covered by the law. Also, the law covers only mothers expressing milk for a baby under one. What’s reasonable? The law leaves many questions regarding the frequency and duration of breaks unanswered. That’s because the frequency of breaks likely will be determined by the mother and other circumstances, such as the baby’s feeding schedule, which is affected by age and nutritional intake. The U.S. Department of Labor (DOL) suggests that two to three breaks during an eight-hour shift would typically be sufficient. From the questions, I’ve realized two things: (1) Employers still do not know their legal obligations, and (2) employers want to assist nursing mothers in returning to work (and then some). As a mother of two, I find I am able to assist employers by having both knowledge of the law and firsthand experience as a mother who expressed milk at work. Who’s covered? Employers with 50 or more employees must provide reasonable breaks for employees to express milk for nursing children each time they have a need to do so. Drinkwater is known in the industry for his part in City Hall Steakhouse in Scottsdale. Stella opened last August, and is advertised as modern American Cuisine with an Italian influence, with all menu items created from scratch. W hat’s immediately noticeable when walking through the front door is the distinction between the two areas of Stella. If you head to the right, you will turn into a roomy lounge area, with a fully stocked bar, and small tables littered throughout. The mood is upbeat and friendly, filled with work colleagues sharing drinks and funny stories at the end of a long day. Take a left instead, and the ambience completely changes. The lighting becomes noticeably, darker, as a friendly waiter leads you to a formal dining room, where the emphasis is much more on the individual and their dinner companion. Diners can see into the busy kitchen from here, with its rustic wood burning oven. Also visible to diners is a massive wine rack in a corner to the left of the kitchen, and it’s definitely not just for show. Stella boasts a substantial wine list, along with a number of on-tap beers and original cocktails. Consider starting with the grilled artichoke hearts, one of the best starters on the menu. This dish is served with a citrus pesto, prosciutto and melon, and it’s best with a little bit of each, in every bite. The hearts are soft, with a vinegary taste that cuts through the richness of the pesto. If you’re not a big salad lover, your mind may be changed after being served the Steak & Frites salad. The salad is plated with three sections, meat, fries and greens. Pushing it all together or choosing to dive into each area separately is up to you. The chili churri flank steak and parmesan fries are both delicious, while the mixed greens are livened up with cherry tomatoes and a creamy parmesan dressing, which might be the standout of the entire offering. Stella offers a handful of different ways for guests to go on the main course, with sections on the menu devoted to pastas, sandwiches and burgers, pizzas and entrees. One eye-catching offering is the short-rib pizza. Cheese is at the forefront of this dish, with ricotta and parmesan combining for a creamy taste complementing the shishito peppers and caramelized onions. The cola braised short ribs are there, but don’t overpower the dish. The wood burning oven is put to work with the pizzas. Stella makes all their crusts from scratch, and there’s no way to miss it. Entrees include roasted chicken, pork chops (pictured), filet and short ribs. If you’d rather have a meal from the sea, Stella offers halibut and pan-seared scallops. Scallop lovers know that they are easily overcooked, but there’s no need to worry here. Like the grilled artichoke hearts, the scallops are paired with several flavorful components, making it critical that a piece of each be in every bite. The beautifully decorated scallops are surrounded by mushrooms, chili lime chicharrones and chorizo, all on top of a sweet corn puree. Stella is in the space formerly occupied by Central Bistro, and before that, Zen 32. Lunchtime was busy when we visited, but dinnertime less so.
