Two propositions will be on the November 8 Special Election ballot for the Scottsdale Unified School District: a tax bond issuance of $229 million, and an operating budget override of $8.5 million per year for a period of seven years. The bonds will not have an impact on the property tax rate, since they will be issued at the same time currently issued bonds mature. The operating budget override will be funded with secondary property taxes at a rate of $0.1793 per $100 of valuation. A homeowner with a $400,000 valuation can expect to see an increase of less than $6 per month. BOND ELECTION At a public meeting on September 29, district officials provided information and fielded neighbor questions at the SUSD business office at 44th Street & Indian School. School district staff said SUSD needs the extra money due to the impact of more than $51 million in state budget cuts to annual operating revenue. This leaves new bond funding as one of the only ways that schools can pay for projects such as new schools and building improvements, which can include getting existing buildings up to code and meeting safety standards. According to the district, no funding for building maintenance and repair has been provided in over six years, since the last bond vote was passed in 2010. SUSD Interim Superintendent Dr. A. Denise Birdwell said if the extra funds are allotted, the community would have a say in how the money would be used, and the government board will be deeply involved in those decisions. In addition, school bond funding requires a committee of citizens to provide oversight and guidance. Over 50% of the proceeds will go to the rebuilding of 8 elementary schools, some of which are nearly 60 years old. Hopi Elementary, built in 1960, is one of the district’s oldest schools, and is slated for a rebuild. Overall, the district has 29 schools to consider and has identified some of the critical maintenance and safety upgrades that will be addressed: • Replacing old and non-serviceable HVAC equipment • Upgrading fire alarms and security systems, including gate access and cameras • Replacing worn and aging roofs, tile, carpet and improving school grounds • New buses, science labs, gymnasiums, tracks and sports fields • Replacing outdated or unusable furniture and equipment BUDGET OVERRIDE In the context of school funding, the term “override” can be a bit confusing, the Arcadia News has learned from some letters to the editor. One author noted frustrations with “spending more money because someone can’t stay within a budget…” However, the method of asking voters to approve a budget increase is how the State of Arizona requires public school districts to seek additional funding beyond the state contributions. As Chief Financial Officer Dan O’Brien at SUSD explains, “The term override is what the state legislature has put in statute. I can’t tell you how it came about, but it’s been that way my entire career for the past 20 years. That’s what state statute says we have to call it.” Overrides, when passed by voters, are active for seven years. The vote on November 8 will ask voters to approve an increase of $8.5 million for the next seven years. The override will provide curriculum materials, school technology, furniture, fixtures, and playground equipment. It would also support fine arts, athletic and library programs. “An override is a positive thing. It’s an unfortunate name, but it is a very positive thing,” said Karen Treon, who is part of the Yes to Children Political Action Committee, a volunteer organization dedicated to garnering support for SUSD. Treon has children that attend Hopi Elementary, Ingleside Middle School and Arcadia High School. November of 2014 saw the passing of the Maintenance and Operations Override, which allowed the district to increase its budget by 15 percent. These M&O Overrides led to the hiring of assistant principals and additional teachers, which allowed the district to offer smaller class sizes. Schools were also able to return to a full- time schedule and keep programs like art, music and PE in the school budget. Janey Ledyard, a former teacher at Hopi Elementary School and Cochise Elementary School, supports the bond and the override. “I care what happens,” Ledyard said, “I live here, my kids go to school here and I just want what’s best for all of our kids.” The SUSD Special Election will be held November 8, 2016.
