Charles Levison, M.D. By Megan Brown Arcadia residents know this small area of Phoenix for its desirable location, character and most importantly, its superior sense of community. In a neighborhood meeting on October 23, the Arcadia Osborn Neighborhood Association discussed options to lessen the impact of increased urban density on the charm of the area. Part of Arcadia’s appeal to many people is the vast number of local businesses and the commonplace sight of children playing, adults walking and neighborhoods coming together. Concerns for the neighborhood include the threat of urban sprawl, commercial development and traffic patterns and volume in areas designed for residential use. Dr. Chirag Kapadia, who is the primary contact for the Cheery Lynn- Flower Neighborhood Association, led the neighborhood meeting in coming up with ways to minimize adverse effects stemming from an increased vehicle presence on the roads. The focus for the solutions is coming up with cheap, potentially temporary fixes to increase pedestrian safety in high-traffic areas. Initial efforts will begin by striping lanes, specifically those on 54th Street between Osborn and Thomas roads. Striping lanes will provide buffers between pedestrians and local traffic, promote bike safety and help slow traffic by visually narrowing roads, Kapadia said in an email interview. Earll Drive between 54th and 48th streets is expected to utilize the same solution. “If it proves to create problems, it’s easy The community takes vote to reverse from a nuts and bolts standpoint [because] it’s just paint,” Kapadia said of striping the roads. Another consideration for the roads is the use of speed bumps, however, they have been difficult to receive approval for in the past, and thus, may not be a realistic solution for the time being. In addition to looking for immediate solutions to improving pedestrian safety, the Arcadia Osborn Neighborhood Association has requested that the city install a four-way stop at 52nd Street and Earll Drive. However, due to permit issues, this request was not approved. Although the association attempted to appeal this decision through the staff of City Council District 6, they did not receive feedback. The Arcadia Osborn Neighborhood Association has requested that the public and neighbors to the area “develop a consensus on how to approach this issue, so we are able to speak to developers and the city coherently about what we want in our area.” Petitions for Arcadia Osborn Neighborhood Association ideas will be distributed relatively soon and questions should be directed to the association’s primary contact, Neal Haddad, at 602-667-0429.
