Page 16 February 2013 Justice Steven Sarkis Despite ease some still don’t buckle By Steve Sarkis February is Child Passenger Safety month and the goal each year is to reduce injuries and the number of child deaths in vehicles. Amazingly, although buckling up is such an easy thing to do, the courts frequently see drivers cited for seatbelt violations. Yet even more concerning are the numerous safety-seat violations involving children. The most recent data from the National Highway Traf fi c Safety Administration, or NHTSA, states that motor vehicle crashes are the leading cause of death for children ages 3 to 14. That’s a scary statistic. Yet NHTSA research also has shown child-safety seats reduce fatal injury by 71 percent for infants and 54 percent for toddlers. In spite of all this research and knowledge, people still get cited into court for these violations on a regular basis. To help keep our children as safe as possible in vehicles, Arizona recently implemented House Bill 2154. This new law became effective in August and it mandates booster seats be used for children ages 5 to 7 and no taller than 4-foot-9 inches. Given the amount of time most of us spend in our vehicles, this is a great measure by the state to help protect our children. Many of us tend to forget that simply getting behind the wheel on a daily basis is a dangerous venture. Driving our big 2-ton hunks of metal at speeds of 40 miles an hour or greater around other big 2-ton hunks of metal is risky business. No doubt about it. Though most of us are safe drivers, the possibility of a collision usually arises from the mistakes and poor driving of other drivers, especially those under the in fl uence of alcohol or drugs. Page 17 February 2013 Councilman Sal DiCiccio City tackles domestic violence By Sal DiCiccio When one in four women deal with domestic violence some time in their lives and someone in Arizona dies every three days because of it, this issue must take a front seat in Phoenix’s priorities. With help from Phoenix City Council members Thelda Williams and Michael Nowakowski, we put together, and the City Council passed, a plan to make Phoenix the No. 1 city in the country in dealing with this devastating family issue. The proposal lays out an ambitious agenda for the city to work with local domestic violence shelters, different levels of governments, nonpro fi ts, the business community and others in crafting a plan for greater resources and collaboration. I and the other council members want to make Phoenix the model in the nation in addressing domestic violence. We also approved $200,000 to help address the issue. Special thanks to the efforts of Councilman Bill Gates for working behind the scenes to successfully move this forward so Phoenix can put together a successful and important plan. Domestic violence is the No. 1 call Phoenix police deal with. The plan calls for a collaboration among the city, domestic violence services providers, businesses and the community to examine needs, improvements and barriers. That effort will be facilitated by the Sandra Day O’Connor House, which already is deeply involved in improving ways to deal with domestic violence. The plan is to create the national model for dealing with domestic violence by working with advocates and others to: Address legislative improvements. Examine Phoenix’s internal operations, such as how the police and courts deal with domestic violence cases, victims and perpetrators. Find available funding sources, including government, grants and a private dollar campaign.
