Page 20 December 2012 homeless population in Maricopa County. Each day, more than 1,000 homeless individuals fi nd refuge at the campus. The goal of the campus is to actually solve the problem of homelessness instead of simply warehousing people and keeping them out of the public eye. This, from what I gathered, seems to have been the solution for the past few decades. Quickly it became evident that those involved at the campus believe whole-heartedly that they can end homelessness altogether. Like any campus, individuals participate in recreational activities such as sports, yoga, music and many other activities. The idea is to provide socialization and positive alternatives to many of the negative activities that the homeless individuals have become accustomed to. Yet at the same time, the campus does not want individuals to get too comfortable. The ultimate goal is for the homeless individuals to leave. This isn’t meant to sounds harsh, but, like any high school or college campus, the eventual goal is to graduate and move on into society as a productive member. Contrary to popular belief regarding homelessness, recidivism is very low. David Bridge, managing director of the Human Services Campus, said an estimated 80 percent of all the people that pass through the campus never come back. This 80 percent constitutes individuals that are genuinely in need of help and once they receive it, they use it, and never return. The real focus of the campus, however, is the chronic population of homeless individuals. The chronic population, an estimated 20 percent of homeless people, includes those with serious drug, alcohol, physical or mental health issues or a combination of some or all of these issues. One of the ways in which the campus aims to end homelessness for the chronic population is with an intervention that has been working in other major cities.The intervention, though counterintuitive, is to place the most chronic homeless individuals directly into permanent supportive housing. The intervention aims to bypass shelters and other forms of red tape along the path to permanent housing and simply place them directly in it. According to Bridge, this intervention is working in major cities such as New York and Salt Lake City, and working well.
