Page 14 December 2012 inspections, Phoenix cut and streamlined antiquated steps required for starting a business. Phoenix and other cities require businesses to get “special” or “use” permits for certain uses in some zoning areas. A “special” permit requires four months or more to obtain. “Use” permits delay business start-ups by six to eight weeks. But several uses that create no problems had onerous permit requirements. Two egregious examples were single- fi ll water kiosks at strip centers and bank vaults — both required “use” permits. These uses never created a problem but were a bureaucratic roadblock. Some rules are simply vestigial regulations whose purpose and origin are unknown, yet they won’t die. Schools that teach ballet and other forms of dancing to children provide a perfect example. Dance schools never created a problem but were subjected to incredible delays. As a father to two young girls, I see that these schools teach poise and coordination and are great additions to our neighborhood centers. We’ve fi xed the roadblocks. It will mean more jobs, sooner. And it makes sense. Other permits were reduced or eliminated, such as one for a veterinary of fi ce that had no outside kennels or runs. Some uses do and should require extra scrutiny to make sure they fi t in their environment and don’t step on the rights of others to enjoy their property, and there is a place for public-process permitting in some areas. We just wanted to make sure we were not impeding legitimate uses for no reason other than bureaucratic inertia, and these reforms do a good job at that. They also help tell the story that Phoenix is the best place in the country in which to do business. That’s because these permit reforms come on the heels of the 24-hour business creation reform passed in April and July. What that package of reforms does is make it so businesses can start operations within 24 hours, so they’re not burdened with extra costs (with no business revenue coming in) for rent, staff, carrying charges and other costly delays. For the fi rst time, small businesses are treated with the same red carpet treatment that big employers often receive. Small businesses produce the lion’s share of new jobs. So we want to make sure entrepreneurs and business expanders have a clear path to getting up, running and hiring. One of my prime goals since rejoining the Phoenix City Council in 2009 has been to make Phoenix the best place in the country to create businesses and jobs. Thanks to hard work and persistence from citizens, the city manager, the business community and Phoenix’s political leadership, it’s happening.
