Page 12 September 2012 DiCiccio interviewed on new Phoenix permit policy Phoenix City Councilman Sal DiCiccio was interviewed by the national Reason Foundation for its “Innovators in Action 2012” series about Phoenix reforms promoting job creation, which features 24-hour turnarounds for permits and inspections compared to four-six months in other parts of the country. Some 125 diverse and politically opposite groups and individuals came together for one goal: Make Phoenix the best in the nation for job creation. Groups such as the Goldwater Institute and labor unions, business and government, developers and neighborhood leaders worked together and agreed on one plan to make Phoenix the best. Below are excerpts from that interview with Len Gilroy, Reason’s director of government reform. Leonard Gilroy, Reason Foundation: What spurred Phoenix policymakers to take action on permitting reform? Sal DiCiccio, Phoenix City Councilman: Phoenix – like so many cities – was getting in the way of businesses getting up and running during the worst recession in most of our lives. We wanted businesses to be able to create jobs quickly. That’s not possible when it takes months to get approval for tenant improvements, much less a new building. We fi gured that when someone is considering starting a business in this environment, or moving one here, they needed predictability of expenses and time, and government isn’t good at delivering that. Entrepreneurs have built- in costs for fi nancing, rent, marketing and some employees in addition to construction costs. Without greater speed and certainty, many of them wouldn’t even start. We wanted to combine the greatest predictability and speed with solid safety measures. Gilroy: What did Phoenix pass to help businesses get up and running faster? DiCiccio: We created a model making Phoenix a 24-hour city when it comes to plan reviews and inspections. Walk in with your building plans, walk out with a permit and start construction that same day. Call for an inspector before 10 p.m. and get an inspection the very next day. That’s huge, compared to our history and what happens in most metro areas. Page 13 September 2012 Primary care physician important to good health By Kristin Shealey, M.D. When younger, you may go years without seeing a physician, perhaps going to urgent care for a sprain or a cold that just won’t go away. But, as you get older – and especially if you have a chronic health condition – building a relationship with a primary care physician you know and trust is important. Preventive care is always best, and during fall open enrollment for employee bene fi ts, you’ll likely notice an emphasis on wellness this year. More companies are focused on preventive health care and teaching healthy lifestyle choices to improve the overall health of their workforces. Part of that focus on wellness is building a relationship with a primary care physician to address medical needs before they become urgent. For example, through an annual physical and blood tests, your physician could let you know if you have borderline high cholesterol so you can address your health issue with diet and exercise instead of medication and reduce your risk of a heart attack or stroke. Health-care reform also plays a role in this trend. This summer, the Centers for Medicare and Medicaid Services approved two Accountable Care Organizations in Phoenix. Through these organizations, patients, physicians and hospitals will work more closely together to improve the health of an assigned group of Medicare patients. The goal is to make sure this group of patients receives the necessary care and support to increase patient satisfaction and to better deliver high quality care and to reduce the cost of care. If you use Medicare, you may be assigned a primary care physician, if not in this round, in the future. It’s part of creating a “medical home” for patient care and management of chronic health conditions, not only for Medicare patients but for all patients. Having one health-care provider who sees a patient on a regular basis – and coordinates care of specialists – is associated with reducing the risks of chronic health conditions as the patient and health-care provider work together. When you select a primary care physician before you have health issues – even if you only see your physician once a year for a physical – he or she will be able to proactively work with you over the years for the healthiest life possible. The agent can give consent for or refuse medical treatment. Without a health care agent, the law allows a great number of people to make a limited amount of decisions that is, a spouse, family member, and friends all have the ability to make certain emergency medical decisions. With a health care agent, there is one person, or an alternate, who can give all medical decisions. Even mental health care needs can be included. Further, the Arizona statutes direct that cremation or burial preferences be listed in the health care power of attorney. Therefore, your agent can make sure you have the cremation or burial you want without needing all of your surviving family members to agree.
