Page 10 July 2012 Job growth rules in city aid process Councilman Sal DiCiccio By Sal DiCiccio Phoenix’s push to get a business up and running within days is beginning to raise eyebrows and smiles among those whose job it is to create economic opportunity and jobs. A process that takes months throughout the country now takes less than a day in Phoenix. Thanks to a task force of citizens who helped revamp the city’s development process, and leadership in the city and the Planning & Development Department, the department will drive new jobs here. Arizona Chamber CEO Glenn Hamer noted as much in a recent column in which he noted “Phoenix is now a nationwide leader in cutting the red tape that too often has put job-creating projects in a seemingly never-ending bureaucratic limbo. “ Hamer compared it to his organization’s endorsement of something known as the RAPID Act, a congressional bill that would “designate one agency to lead on processing permits and approvals and, among other things, would accept reviews by state regulatory agencies to avoid redundancies with similar federal reviews.” He noted another column by U.S. Chamber of Commerce President and CEO Tom Donohue about governmental job- killing delays. Donohue wrote that from 1998 to 2006, the time it took to prepare an environmental impact statement for an energy or infrastructure project ranged from 51 days to 18.4 years with an average span of 3.4 years. That meant we imported $5.1 billion worth of minerals we could have produced here. Government, you see, is not good at creating jobs. Unfortunately, it’s a bit too good at slowing down job creation. And just like any other industry, the legal profession is struggling with how to handle the growth and pervasiveness of sites like Facebook, LinkedIn and Twitter. Many lawyers have discovered what an effective marketing tool social networking can be. Studies show people often use social media websites to fi nd legal help. By posting articles and commenting on recent developments in the law, attorneys can demonstrate their skills and knowledge to potential clients. But lawyers have to be careful their Web activities comply with emerging legal ethics rules. Also, because of the tremendous reach of the Internet, some lawyers and law fi rms are weary of the potential for negative publicity as well as civil liability. Lawsuits based on public statements are nothing new, but the damages associated with online defamation can be big. In December, a Maricopa County jury awarded $12 million to a doctor based on a former patient’s online allegations of malpractice and wrongdoing. Perhaps the most signi fi cant impact social media has had on the legal world is the erosion of the concept of privacy and the corresponding accessibility of damaging information about others. Courts around the country have held that individuals have no reasonable expectation of privacy when they post personal information on publically accessible websites. What that means is lawyers are now using social media to fi nd incriminating information about the opposing party. For example, I’ve heard stories of personal injury plaintiffs being cross- examined with post-accident photos showing them skiing, hiking and enjoying injury-free lives. He mixed together saltpeter, charcoal and sulfur, placed them into a bamboo tube, and boom — fi reworks. Since that ancient cooking accident in China, the art of creating fi reworks has been re fi ned to a science. Kendon Victor, pyro production manager of Fireworks Productions of Arizona, explained the mechanics. “Every fi rework shell has a fuse,” he said. That fuse is lit and burns toward a lift charge. The lift charge is a bag of gunpowder, he said. The shell is fi rst loaded into a mortar tube, then the fuse is lit. The lift charge explodes and shoots the fi rework shell into the sky. Then the lift charge lights a timing fuse that burns inside the shell while it is going up into the sky, Victor said. When the timing fuse hits a burst charge, the burst charge explodes. The burst charge lights the stars. The stars are compressed balls of powdered chemicals. These stars are the colors you see in the sky, he said. “The colors of fi reworks come from nature or more speci fi cally chemical combinations of metals and salts,” Victor said. The color red is made from strontium and lithium salts. White comes from magnesium or aluminum or barium oxide. Blue comes from copper, he said. The basic design has stayed the same since the Chinese invented fi reworks. “The Chinese were inspired by what was around them and these were types of plants,” he said. “Fireworks have names like peony, chrysanthemum and palm.” Most displays range in price from $10,000 to $20,000. The most grandiose displays cost $45,000, Victor said. The average display lasts about 25 minutes. Because of safety concerns, most Arizona cities do not allow the use of fi reworks on private property, although state law allows their sale, he said.
