Page 12 April 2012 This month’s report from Councilman Sal DiCiccio Phoenix is making signi fi cant progress in the push to cut down on the hassles, expense and time it takes for a business to start up or expand in the city. The ultimate result will be more jobs, a broader and deeper tax base and more economic stability and vitality for Phoenix. The goal is ambitious. We want to make Phoenix the best and easiest place to do business in the nation so that exciting businesses will be able to grow without unnecessary impediment and businesses elsewhere will want to come to Phoenix to set up shop. This effort has been joined by more than 100 citizens, including architects, engineers, neighborhood activists, builders, planners, trades people, bankers, utility representatives and city staff. They’ve been meeting in several groups nearly weekly to cut down on redundant steps and those not adding value or safety. The outcome will be a system of more quali fi ed third-party professionals able to inspect construction work, so it will be even safer. A “Fast Pass” system is being developed for those projects with no zoning or other signi fi cant issues and meet all ordinance criteria and don’t need the level of hand- holding as do more complex projects. So if a retail center has passed all the hurdles already and everything checks out, it doesn’t have to start from scratch in the bureaucracy when a merchant wants to set up or expand his or her business. In his State of the City address earlier this year, Scottsdale Mayor Jim Lane said he wants his city to look at what Phoenix has been doing in cutting business red tape. I think it will be even more valuable for the entire Valley if the whole Phoenix metro area were known for such a business environment.
