Page 6 January 2011 This month’s report from Sal DiCiccio Since I have returned to the Phoenix City Council, many residents have voiced their strong concerns about the door-to-door solicitors we see in our neighborhoods. Many of the people approaching our homes are not like the sales people of years past. Some are out to sell us fraudulent goods or services, or worse, to scope out our homes with malicious intent. In mid to late January, Phoenix will consider an ordinance dealing with solicitors who come to your door trying to sell you goods or services. Let me tell you a bit about what it would – and won’t – do. Consideration for the ordinance was spawned by complaints from Phoenix residents, mostly in Arcadia and north central Phoenix who said the people coming onto their properties seemed to be up to no good. Instead of the classic Fuller Brush Man or neighborhood Girl Scouts peddling cookies, residents were occasionally confronted by teenagers selling magazines for out-of-state operations, sometimes taking money for goods that never showed up. These and other situations helped grow a concern that there may be a link between these sales calls and crime in our neighborhoods. That made the city look into creating an ordinance to regulate door-to-door solicitation. Here are three items that have been considered: Write a generally applicable ordinance to: regulate hours of operation; require solicitors to carry government-issued ID at all times; de fi ne speci fi c behaviors that are prohibited; add penalties where applicable. Develop and launch an education campaign: empower citizens with the knowledge needed to distinguish between legitimate and disreputable sellers and citizens about existing laws and regulations.
