Page 16 January 2011 Institute police radio code for complaints regarding door-to-door solicitors. This special police code will help us identify problem areas and will give the police the ability to target operators who are breaking the law. None of this affects people pitching religion or politics. The First Amendment legitimately and thankfully protects that. It doesn’t affect the Girl Scouts during their cookie drive (although the same safety considerations sadly have made that character-building activity rarer). No one would have to go to City Hall to apply for an expensive permit. They just would have to carry ID to prove who they are and would have to respect hours of operations. And a fi rm “No, thank you.” The ordinance proposed not only would create an opportunity for homeowners to protect themselves and their property; it also would avoid a new and overly burdensome bureaucracy. Citizen education partnered with a stronger ordinance will help us protect our homes and neighborhoods. Phoenix City Councilman Sal DiCiccio represents District 6, which includes Ahwatukee, Arcadia, Biltmore, East Camelback and North Central.
