This month’s report from Judge Sarkis As the owner of two rescued dogs, I have a great appreciation for all that the various shelters and organizations do for animals across Arizona and beyond. With the help of organizations such as the Arizona Humane Society and Maricopa County Animal Care and Control, laws protecting animals and cases concerning animals have become increasingly more present in the court system. Since I was elected as Justice of the Peace in the Arcadia Biltmore court more than two years ago, I have handled dozens of cases involving animals. These cases have ranged from involving vicious dogs to custody disputes over animals. In many of these custody cases the law was not clear as to a court’s discretion to award possession of an animal to one party or another. Fortunately, legislative changes were recently made to amend the de fi nition of domestic violence to include additional offenses, such as intentional, or knowing, cruelty, neglect or abandonment of an animal that results in serious physical injury to an animal. What this means is that the Legislature has made it clear that domestic violence now encompasses cruelty to animals. What this change likely means for the courts is that a judge can issue a protective order against a party if it is found that cruelty, neglect or abandonment of an animal has occurred. In the end, this change makes it possible for the local authorities and the courts to give greater protection to these special members of our families. If you or someone you know has an animal that is subject to cruelty, neglect or abandonment, please do not hesitate to contact the local authorities at any of the numbers listed below or come to your local Maricopa County Justice Court for a protective order. Page 11 January 2011 Library opens new program to foster reading in youths By Amy Vogelsang The Phoenix Public Library’s stated goal is to: “Connect today’s community to a world of possibilities.” At the Saguaro Branch in Arcadia many opportunities and events are being put together to enrich the lives of children and parents. Beginning Jan. 10, a new winter reading program called Catch BookBreath at Your Phoenix Public Library will start for children ages 12 and younger. The program runs through March 11. Participants will keep a book log to track how many books they read. For every three books read, a prize is won, and children can earn up to four prizes, which include T-shirts and books. The program also has a large, green dragon mascot named BookBreath who will visit the library at noon on Jan. 27 to meet and take pictures with children and their families. The library also is encouraging reading through the READ campaign featuring posters and bookmarks of local notables. The fi rst poster is of Mayor Phil Gordon, and future posters will be released quarterly and focus on local athletes, authors and other celebrities. Each bookmark also will have a list of books as recommended by the featured celebrity.
